Canada is an English speaking country with an exception of the province of Quebec which is having a population that majorly speaks the French language, this means Canada is looking for the immigrants that are fluent and have basic knowledge of English language. To prove their proficiency in English language, candidates are required to take language tests that are taken by the educational bodies that are recognized by the government of Canada. One of the recognized educational bodies for English language is the International English Language Testing System (IELTS).

What are the immigration pathways for Canada PR Visa with low CRS score 2019?

Depending under which immigration program candidate have applied for Canada PR Visa, they have different requirements for IELTS. One of the fastest ways to apply for Canada PR visa is the Express Entry Program. Introduced in 2015, it manages the profiles of the candidates registered under immigration programs: Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP) and Canadian Experience Class (CEC).

With the use of CRS (Comprehensive Ranking System) points are awarded to the profiles based on the selection factors like age, experience, language proficiency, etc. To be eligible under Express Entry program, candidate is required to score minimum 6.0 per band in IELTS examination means minimum CLB level 7 is required. CRS points are awarded to the express profiles based on the CLB levels under the language proficiency factor.

With the higher requirement for IELTS score in Express entry program, candidates can for another immigration program that can provide an alternative for Canada PR Visa with low CRS requirement - Provincial Nomination Program (PNP). PNPs allow the provinces to nominate the potential immigrants who can help in the economic development of the province for PR status in the province.

These PNPs gives away to the province to fill the gap of skilled candidates in the local labour market. Depending on the demands of the labour market, each of the PNPs has different requirements and eligibility criteria. Some of the PNPs that have low IELTS score requirements are as follows:

Saskatchewan Immigrant Nominee Program (SINP): This PNP allows the province of Saskatchewan to nominate the skilled immigrants for Canada PR Visa through a provincial nomination. Major requirements to apply under SINPs are as follows:

o   60 points out of 100 under SINP’s point assessment grid
o   Evidence of sufficient funds to settle in the province
o   Minimum of one year of education and training in post-secondary education from a Canadian Equivalent recognized the educational institution
o   Minimum one year of paid experience in the past ten years in an occupation that is categorized under National Occupation Classification (NOC) skill level 0, A or B
o   Minimum CLB level 4 or IELTS score (3.0,4.0,4.5 & 4.0)

·         Manitoba Provincial Nominee Program (MPNP): MPNP is in demand especially among the north Indians, as it gives a priority to the candidates who are having a close family connection to the province of Manitoba even with very low IELTS scores. 

Requirements to apply under MPNP are as follows:

o   The age group of candidate must be between 21 to 45 years of age
o   Must have a valid job-offer or must have work experience in an occupation that is in-demand in the province
o   Must possess minimum an undergraduate diploma or degree or equivalent certification
o   Must provide the authorities with a Settlement Plan
o   Must achieve a minimum CLB level 6

·  Alberta Immigrant Nominee Program (AINP): In order to get a provincial nomination certificate from the province of Alberta, the candidate has to apply for the same through the Alberta Immigrant Nominee Program (AINP). To get a provincial nomination from Alberta, it is very important to get a valid job offer from an eligible employer of the province. If the eligible applicant is able to get a job offer under a highly skilled occupation and score a minimum 4.5 in IELTS, then they are given the nomination by AINP.

·         Atlantic Immigration Pilot Program (AIPP): This pilot immigration pathway is for the candidates who are looking to settle in the Atlantic region of Canada that comprises of Nova Scotia, New Brunswick, Newfoundland and Labrador, and Prince Edward Island. The main requirement under AIPP is that the candidate gets a job offer from a designated employer of any one of this Atlantic province. If a candidate gets a job offer, they can apply for the Canada PR Visa with very low IELTS score.
